Author Biography
Nicholas P. Lovrich is regents professor emeritus and is a Claudius O. and Mary W. Johnson Distinguished Professor in Political Science at Washington State University. John C. Pierce is faculty research associate in the school of public affairs and administration at the University of Kansas. Christopher Simon is professor of political science at the University of Utah.
