He was educated at Westminster School and Christ Church, Oxford, where he read Theology. For ten years he worked in the City for oriental stockbrokers. From 1996-2000 he lived in Moscow as an advisor to the City of Moscow on its debt; for a year after that he worked in Bulgaria for the government of the ex-King Simeon II as an advisor on Capital Markets. Since 2001 he has lived with his wife and two children in Luxembourg, where he is Deputy Dean of the EIB Institute.
