O. CARLOS STOETZER is Professor Emeritus of History at Fordham University in New York City. From 1950 to 1961 he served as a staff member of the OAS in Washington, D.C. He is the author of several books in German, Spanish, and English, including The Scholastic Roots of the Spanish American Revolution (1979).
