E. Kabay completed his BSc in genetics (1970) and his MSc in teratology (1972) at \u003ci\u003eMcGill University\u003c\/i\u003e. In 1976, he completed his PhD from \u003ci\u003eDartmouth College\u003c\/i\u003e in applied statistics and invertebrate zoology and then taught statistics, programming, and biology as a university professor in Canada and overseas. \u003c\/p\u003e\u003cp\u003e\u003c\/p\u003eIn 1979, he joined a compiler team for a new fourth-generation programming language (4GL) and relational database management system in the U.S. and then joined \u003ci\u003eHewlett-Packard Canada\u003c\/i\u003e in 1980 as an operating-systems and DB-performance specialist, winning the \u003ci\u003eSystems Engineer of the Year Award\u003c\/i\u003e in 1982 and teaching MPE operating system, IMAGE\/3000 database and VPLUS\/3000 GUI-design courses as well as serving as support engineer to HP's hospital, university and government customers and managing HP's bilingual call center (Phone-In Consulting Service) for Québec and the Maritime provinces. \u003cp\u003e\u003c\/p\u003eHe served as adjunct faculty in the 1980s in the \u003ci\u003eUniversity of Ottawa Institute for Government Informatics Professionals\u003c\/i\u003e, the \u003ci\u003eJohn Abbot College Programmers' Course\u003c\/i\u003e and their \u003ci\u003eTechnical Support Program\u003c\/i\u003e, and the \u003ci\u003eMcGill University Management Institute\u003c\/i\u003e before joining Norwich University in 2001. \u003cp\u003e\u003c\/p\u003eHe founded his own company, JINBU Corporation, in 1986; much of his consulting work in that firm was database-performance analysis and redesign for optimization. Other assignments included overall operating-system analysis and optimization for improved performance to meet service-level agreements for quality of service; he was assigned twelve such contracts for the \u003ci\u003eGovernment of Canada\u003c\/i\u003e in 1989. He also completed several contracts in organizational analysis to help improve operations and management processes. \u003cp\u003e\u003c\/p\u003eHe served as \u003ci\u003eDirector of Education\u003c\/i\u003e for the \u003ci\u003eNational Computer Security Association\u003c\/i\u003e (later ICSA and then TruSecure) from 1991 to 1999 and taught security courses around the world, including Europe, Asia and North America. He was the Leader of the \u003ci\u003eINFOSEC Delegation\u003c\/i\u003e to the People's Republic of China in 1993 and provided a 100 page report on his contacts to the \u003ci\u003eCanadian Security Information Service\u003c\/i\u003e (CSIS). He worked with \u003ci\u003eAdario\/AtomicTangerine\u003c\/i\u003e where he supported the \u003ci\u003eInternational Institute for Information Integrity \u003c\/i\u003e(I-4). \u003cp\u003e\u003c\/p\u003eHe was a member of the committees defining the \u003ci\u003eCommon Body of Knowledge\u003c\/i\u003e for the \u003ci\u003eCertified Information Systems Security Professional\u003c\/i\u003e (CISSP) designation in the mid-1990s and earned his CISSP in 1997. The committee used his 1996 textbook, \u003ci\u003eThe NCSA Guide to Enterprise Security \u003c\/i\u003e(McGraw-Hill) as one of their resources. His certification as an \u003ci\u003eInformation Systems Security Management Professional\u003c\/i\u003e (ISSMP) was granted in 2005. He terminated his use of the CISSP and ISSMP designations in 2021. \u003cp\u003e\u003c\/p\u003eSince 1986 (and as of early 2021), he has published over 2,000 articles in operations management and security, and served as \u003ci\u003eTechnical Editor\u003c\/i\u003e of the 4th (2002), 5th (2009) and 6th (2014) editions of the \u003ci\u003eComputer Security Handbook\u003c\/i\u003e (Wiley). He wrote two security-management columns a week distributed by \u003ci\u003eNetwork World\u003c\/i\u003e from February 2000 to September 2011 and one per week for \u003ci\u003eInfoSec Perception\u003c\/i\u003e from October 2011 to the end of 2013. His public website has a total of over 2,000 PDF files and over 500 instructional PowerPoint files freely available to anyone for non-commercial use. \u003cp\u003e\u003c\/p\u003eHe has been an invited lecturer at the \u003ci\u003eU.S. War College\u003c\/i\u003e, the \u003ci\u003ePentagon\u003c\/i\u003e, and at \u003ci\u003eNATO Counterintelligence\u003c\/i\u003e training in Germany. He was inducted into the \u003ci\u003eInformation Systems Security Association\u003c\/i\u003e (ISSA) \u003ci\u003eHall of Fame\u003c\/i\u003e in December 2004. \u003cp\u003e\u003c\/p\u003eFrom 2002 to 2009, he was the creator and Director of the \u003ci\u003eMaster's Program in Information Assurance\u003c\/i\u003e (MSIA) in the \u003ci\u003eCollege of Graduate and Continuing Studies\u003c\/i\u003e (CGCS) at Norwich University, Northfield, Vermont where he was also the \u003ci\u003eChief Technical Officer\u003c\/i\u003e of the CGCS from 2007 to 2009.
