After the full implementation of the new Constitution of the World for a little while, the people will begin to replace the old top-down management style, and start working like a self-conducting orchestra. In long run, the objective is to have the people self-manage their activities, with minimal government help - then the government will become a small part-time organization, working only when is necessary (taxes, accidents, earthquakes, etc.), mostly with volunteers.
