Montgomery and Robertson Counties were created in 1796 from Tennessee County (1788) which was created out of Davidson County, TN. Tennessee, Montgomery, & Robertson Counties were in the military district, so it is expected that most of the 867 surveys were due to military bounty warrants, Service rights, Preemption Warrants or warrants given out to settlers, and a few other miscellaneous other types of Warrants. There were even a few Washington County warrants (not used in grants).
